Force a team member to write a comment and reassign a ticket

Hey guys,

I have a Next-Gen-Software project and I want to force a user to make a comment during a workflow transition, like, when you drag a kanban card from one to another column. 

I can't find something, which makes sense in the workflow. I can only add rules, but they don't do what I want I guess. I want that there is a little Popup where the user has to reassign the ticket and give a description of what he has done.

I thought about switching to a classic project but that does not make sense for us as well because we are quite small and I dont want to reconfigure everything.

To be honest, I can't imagine doing it other way then switch to the classic project. Then you will be able to add a screen to the transition.
