Can anyone guide me on how to set up this update?
Jira Project: XXX. Restrict roles: => Devs: for the general workflow (stories/bugs/tasks/etc.) can only update the status of the ticket until Code Reviewed (cannot move the ticket to the next status of To Validate). For other workflows (example: Configuration), they should be able to change the status normally. => List of Devs: X, Y, Z.

So simply said, you dan't want devs to transition the issue to status "To Validate"?
Then just set a condition on the workflow.
You can use one of the following:

Are you using a team managed or company managed project, I forgot to ask this.
This is information around Company manged projects, configure-advanced-issue-workflows
But, open your project, select projects settings from the left side bar.
Locate workflows, this will show the workflows related to the issue types. Edit the workflow.
This can only be done in Jira Company managed projects and you would need to be a Jira Admin.
If you are using a team managed project, the 1st steps are the saem, but then choose Issue Types.
