Whenever we try to add this user by their email id, JIRA gives this error - "Error - We have sent an invite to the people you added. But, we couldn't add them to the project. Refresh the page and add them again."
No matter how many times we refresh the page, or close the browser, open again and login and try this, same error comes.
User has also received email invitation, but when he clicks "Join them now" it does not work.
Please help - we need this user to be able to use JIRA.
After multiple tries user now gets below error message when he tried to login to JIRA.

Please, follow the steps below to properly troubleshoot what could be causing the mentioned error when the user tries to log in:
1 - Click on the cog icon at the bottom-left corner > User management > Find the user in the menu > Click on Show product access and check if the user is properly configured with the correct application access:
2 - If you are using any external authentication methods (SAML SSO, G Suite), can you please confirm that the user is properly configured in that?
3 - Try to remove the user and re-invite him
4 - Ask the user to try to log in at https://id.atlassian.com
