Email Handler fail to create user

Hi,

For a quick summary :

We want to use Jira with our customer. In order to do it the customer send an email to our email Handler.

In order for our client to follow the issue the only solution seems to be for them to have an account because JIRA does not allow to send update to anonymous users. 

My issue is in the email handler : 

When i set the default reporter to someone of the organization => no problems

When i set to create user => issue and user are not create.

I haven't found any solution yet so i am asking for some help. If you have a solution please let me know !!
