We have two people/team members that work together on issues discovered using a specific filter.
This filter was created, saved and shared by User A. Is there a way that User B can edit the filter?
Only the owner of the filter can edit it.
In your example, if User B is a site admin, he/she can impersonate User A and then edit the filter.

Yes the owner of the filter can go into Manage Your Filters, Edit the filter, and from there you can add in viewers or editors.
