I know that Captcha is on the list of enhancements already for JIRA Issue Collector, but does the current implementation offer any sort of spambot prevention?
Not at the moment. The https://jira.atlassian.com/browse/JRA-29994 that suggests adding CAPTCHA is the only request at the moment.
