When I check the dashboard, getting an attached error.
And when I click on "issue navigator", getting another error attached.
Please check, I am JIRA adminstrator, still not able to see Filter.

Did you create the filter? If not, it is possible that the person who created the filter has deleted it or stopped sharing and is now private.
In that case, you should know who was the owner of the filter to restore the option to share it or redo the filter and change the origin of the gadget.

People always seems to forget that being an admin does not entitle you to view/interact with everything.
Like @Vero Rivas says, the filter is most likely removed or set to private. You just don't have access to it right now.

Well, unfortunately if the filter is not your property, the user who created it must fix it.
Make sure that you have not deactivated any user of the platform recently, that may be the owner
If you cannot find the owner of the filter, you will have no choice but to make it new, share it and change it in the gadget.
