in some projects we have + Create issue at the end of an epic. In others this option is missing and we can't figure out why.
All projects are company managed.
Ho do I add this option to the projects, where it is missing?

This could be permissions-related - i.e you don't have permission to create issues in those Projects the button is missing.
I also believe it's not there if the Board is a Scrum Board, as issues should be created in the Backlog, not the active Sprint.

We found the solution, we just don't know why it worked.
We had to move "Backlog" to Kanban backlog like displayed in the image. We have no idea why that worked.

Lack of '+ Create issue' means that you don't have Create issue permission on one of projects that is displayed on board.
