stories/tasks don't belong to users. they belong to projects. Now you can easily reassign issues from one user to another. Is that what you mean or something else?
OK, thanks. I'm new to Jira administration. I have a user with two accounts. The second accounts needs to be able to see/access everything the first account was able to access.

Ah I see. So the user has two Atlassian accounts? If so then you could simply find all issues where the user exists (assignee, watcher, reporter, custom user picker fields) and go thru and bulk edit these fields changing to the user account that is to remain. Also, look for where that user might be a project admin, component lead, etc. Messy process and maybe there is a better way via some addon to migrate user but unfamiliar with this. Once complete deactivate the unneeded user.

Thanks, good to know that it is a messy manual process, and not something that can be done with a couple mouse clicks.
