Can you make component field mandatory, based on value of custom field?

I have a custom field called "Story Type"

On ticket creation, when a reporter populates the story type field with "Client work" 

I want the "Component" field to then be mandatory - so that the reporter has to enter the client name in the component field.

In order for us to record when undertaking client work - which specific client the work is being carried out for
