Can Jira create a project's WBS chart ?

Hi,

Sorry for my 2 questions:

1. Can I create a projects' WBS chart using jira ondemand subscribe ? It seems only create one depth sub-task, is it ?
2. Can I change my jira default language to others like Tranditional Chinese (Taiwan) ?

You'll have to install a plugin like Structure (https://marketplace.atlassian.com/34717) to have sub-tasks of a sub-task.
