Can I require time spent when changing assignee?

I would like to configure it so that every time someone reassigns an issue, they are also required to log time on that issue.  I've got it so they have to log time when resolving an issue, but I would like to have it required for assigning as well.

You can't do it because the assignee can be changed in different places. It can be done using 'Assign' or 'Edit' operations, in various transitions or from a plugin screen (like JIRA Agile). Only transitions allows validation.
