We need to create multiple Jira Projects and want to create them using a template with pre set-up Epics. What is the easiest way to do this?

Please see the Gaia for Jira plugin which allows to create preconfigured Jira projects along with their starting issues at the same time.
You could then have your Epics created when you create projects.
