Block transition of sub-task based on parent's status

Our workflow consists of the following:
In Design -> In Review -> To Do -> In Progress -> Done

The aim is to block the possibility of moving a sub-task to "to do" if the parent is still in the status of "In Design"

You need to add "Parent Status Validator" on Sub-tasks workflow to block sub-tasks issue transition to "To Do" status.

Is that standard or an add on? I can't see it

Jira Workflow Feature no need of any plugin. Available in Company Managed Project only.
