Automation rule for by default assignee

I created an automation rule to assign any ticket to default user who is not the project lead but it did not work. 

(When issue created

Then edit issue fields

.Assignee)

Can you please tell me the possible reason?

Please also include an image of the audit log details showing the rule execution and explain what you observe when you note "it did not work".  Those will provide more context for the community to help.  Thanks!
