I have a custom field "3rd party assignment" when this field is populated, how do i automatically set the ticket state to pending?

You can achieve this by using a 3rd party Automation for Jira app. You need to add a rule to set the pending state. Please see the sample rule below screenshot for your reference.

if issue updated and cf "3rd party" != empty then Transition to ….
