Assign a user to a specific project

Using the cloud version, how do users get allocated to a single specific projects or multiple projects, without viewing all other projects.

This widget could not be displayed.

You remove the right for "JIRA users" to see every project, replacing it with a more limited access, then you can separate out users into groups that can't see everything.

An easy way is to give permissions to project roles and then the project lead can add people to the roles they need in their project. That way you can have a generic permission scheme and limit access very specifically.
