I am trying to create a conditional field. The idea is to have a radio button with two options, and then a drop-down field with values that populate based on the radio button.

It’s not necessary an add-on to use dynamic fields anymore.
The add-on suggested was ProForma, but now it’s part of Atlassian and available in Jira.
In case you never used the add-on when it was a separated product, you can then find it on Project settings > Forms.

could you provide some more guidance? I know that forms are available built-in now for Business Projects but that is nothing like ProForma and seems it has nothing to do with it.
Is there any other way to achieve conditional field like in the original question without plugins?

On Jira Cloud and Server, currently, there is no option to configure dynamic fields.
There are feature requests suggesting the implementation of such ability:
Please, click on vote and watch to receive updates about the features.
For now, the workaround is to use an add-on. There are some options on our marketplace for both Cloud and Server.
