ERROR message when using REST API to connect 2 Jira Service Management space

Im trying to connect my Jira Service Maangement with my partners' jira using REST API but im getting the error below while running and Automation

Send web request
Error publishing web request. Response HTTP status:
401
Error response HTTP body:
{"errorMessages":["You do not have permission to create issues in this project."],"errors":{}}
any ideas what i did wrong?
