One of our users on a team-managed business project cannot use the @ funtionality to mention a colleague in their comments. No drop down list appears for them.
It looks like they have the correct permissions, access, role, groups. What could be causing this?
Atlassian Team members are employees working across the company in a wide variety of roles.

@rachel.shepherd Can you check if this user is added to "Browse user and group" permission under Settings > System > Global permissions? if not, can you add and check the behavior?
