Is it possible to create a board in Jira where the columns are not based on status but rather based on some other category / field? e.g. Columns by component, label etc.

Hi Stu - Welcome to the Atlassian Community!

No, all columns on a board must be mapped to a status or the column will not show on the board. Also, there would be no way to move an issue into the column even if it showed up, so the column would be useless.

No, that is not possible. Boards are used to visualize and manipulate issues through their statuses.
