Does a user need a Jira Software account to access Jira Work Management?

Did you install only the Jira Software Product, or did you also separately install the Jira Work Management Product?
If you installed both products, then a user can be granted access/license to just the Jira Work Management product. If you want them to also have access to Jira Software Product features, then they need to be granted access to the Jira Software Product also.
If you installed only the Jira Software Product, and you don't see Jira Work Management listed as a separate product, then users that have a Jira Software license will automatically have access to Jira Work Management features also.

It should not JWM license is included in JSW license. You can refer to this doc.
