How to stop other people from editing forms

I don't want the form to be edited by everyone. I want people to just fill forms. I also want people to browse project with only issues they created (this work now)

Are you using a team-managed project or a company-managed project?

You have greater control over access permissions in a company-managed project. Refer to Manage project permissions and then Permissions for company managed projects .

You can control this with the Edit issues permission and then you can assign groups/project roles.

I also want people to browse project with only issues they created (this work now)

You can control this with the Browse Projects permission and adding the 'Reporter' to this permission.
