How to delete a comment in a jira ticket

In addition to what John said, which is valid for the company managed projects, if you are in a team managed project then you have to make sure that you have the member role, or an equivalent which grants the permissions of deleting their own comments, or all.

Check the Permission Scheme associated with the project and modify the Delete Own Comments and/or Delete All Comments.
