How to change the choices in a drop down

I can not find where you would edit the choices from a drop down in an issue someone is creating. In this case - distribution list to choose.

Welcome to the Atlassian community.

It depends on whether you are working with a Company Managed project or a Team Managed project.  Get that information from the Type column on the View All Projects page under the Projects menu.

For a Company Managed project the choices available in a selection list are edited from the Custom Field configuration. That is accessed by clicking on the gear icon near your avatar, then select Issues, the find the Custom Fields page on the left. 

Then search for the field, and edit the Context to change the list of values. Note that changes can affect other projects if that context for that field is used by multiple projects.

For a Team Managed project drop-down field options are edited from Project Settings / Issues.

Is it related to a Custom Field?

If so, you can go to Issues -> Fields -> Custom Fields, and search for the field you need to edit.

By clicking on "Contexts and default value" you should see a list of options related to the field.
