Can tickets be visible to other departments when they don't have Jira licence?

Hello, here is our scenario:

1) Our Engineering department is on Jira Cloud

2) We have access to JWM

3) Other Departments have Confluence

If we start using JWM to track projects would other departments like Marketing be able to see our progress.. no edit access or commenting needed.

The short answer is no, unless you enable Anonymous access.
