I'm attempting to create an automation rule to set the 'publicaiton date' (custom field) to now when the status equals publish, I keep getting pass/fail in the audit log but I'm stump as to why.. any ideas?

Your rule says it will be triggered when the issue is created.
The audit log indicates that the rule is created and the first condition (Issue Type = [System] Change) is passed.
The audit log then indicates that the next condition does not pass; Status = Publish.
To what status is the issue set when it is first created? If that status is not "Publish" then the rule can't get past the second condition.
Can you show us the workflow for that issue type?
