My company has standard plan and when I try to change permissions to restrict deletion of ticket and set permission to only reporter I see that button is disabled and in small modal I can read the following.
*Permissions aren't editable on the current plan. Upgrade to customize permissions.*

You can check your subscription to be sure that Standard is enabled:
It may be the case that you are still on free version.

I see that you have a Standard Jira Service management and a free Jira Software.
Can you check if the project where you are trying to change the permission is a Jira Software one?
