You probably should open a support ticket with Atlassian to see if your email address is getting blacklisted for some reason.

Are you the only user not receiving email notifications for Jira or are there multiple users not receiving notifications?
Are you expecting customer notifications from the portal or user/agent notifications from JSW/JSM?
