Hello! Does anyone know how to block an incident/ticket within a project so that they cannot load more hours?

You can use workflow properties to restrict certain actions when an issue is in a certain status.
Assuming that this applies to completed issues, you could add the following property to the statuses of your workflow where you no longer want people to add hours:
jira.permission.work.denied
To do so: edit your workflow, select the status you want to update and select properties. You can add the above property on the next screen).
