What are the consequences of permanently deleting a project? I have other created projects based on this project.

The project itself and the issues belonging to the project will be permanently deleted from your Jira site. It will also free the project key used by the project (and former ones used if you ever changed the key). Schemes associated with the project will not be deleted. They remain in the system so that you won't lose the different configuration elements and will stay associated with the other projects that shared them. Does that answer your question?

Delete only destroys the project and issues currently within it.  It doesn't touch anything not in the current project (except issue links - if you delete the issue at one end of a link, it has no choice but to delete the issue link.  But that doesn't affect any other data on the issue at the other end)
