Why can't I assign any users to a custom User Picker field?

On Jira Cloud I created a custom field to track who the Designer is on any particular item.

It's user filtering is set to "All active users are allowed".

I assigned this to an item and it shows up there on a test item in the project just fine. However, when I click on it, it is empty. I can't seem to set it to anyone, much less get it to autocomplete. It explicitly states that there are no options. I am set as a site admin and am the only person in the project right now.

It would probably be ideal if it was limited to people in the project but for now I'd settle for being able to set it to any of our users.

Please confirm that you're searching for the users name in the field. I'm seeing the same No options when None is typed in the field.

Also, another thing to check is whether you have Browse users and groups permission under Global Permissions.

Maybe try just connecting it to a single group that you are in and see what happens.

Also, definitely check the Permission Scheme and the People settings under Project Settings.

Yes, even when I start to type it gives no options. I've tried lots of single letter options to see if any of them would autopopulate anything.

I'll check the Global Permissions, but I can assign the same item to a large variety of people, would that be possible if the global permissions weren't set up correctly?

By "connecting it to a single group" do you mean changing the user filtering to a specific group?

I checked the People setting under Project Settings - it has a few groups attached right now, including administrators, and I checked that those groups have people in them. I also looked at Permission Scheme - I wasn't sure what permission would be affecting it, though. The scheme is used by a dozen other projects, so I assume it's probably set up correctly, but if you have an idea of which permission to check that would help, as none of them stood out as obvious culprits. For example, Edit Issues is set to Application Access (Any logged in user).

Yes, but was referring to the Edit User Filtering where it has All active users are allowed. Maybe change that to use one group (not project role which would relate to the People setting under Project Settings).

See what the permission scheme has for Browse Project and for Assignable Users. The latter shouldn't apply but you never know.
