I have added users to my Jira board but some of them cannot see it?
Also I cannot delete it to be able to re-add them again

You have mentioned - when creating your question - being on a free plan. Access in a free plan is not customizable, as you can verify in this support article. Everyone with access to your site will have administrator rights, which seems to be a supported assumption from the screenshot you shared.
