User has rights to Jira software but unable to view projects and issues. Moreover user has browse permissions also.
Please help.
You may need to purchase more user access / license from JIRA for this.

I would use the Permission Helper to see what it says.
Put in the username of the person, choose Browse Projects and then choose the issue on the project.
