This would be possible on Server or Data Center if there was a backup taken before the user was deleted, but unfortunately this is not possible on Cloud. You may be able to raise a support ticket with Atlassian and ask them if they can rectify this issue as they have access to the databases, but you cannot do this whilst on the Free Plan of Jira.
In the future, it is always advised to disable a user rather than deleting them

I have the same problem. Deleted the account without realizing I would be blocked from re-adding that person. How can I get this user access to Jira?
