There is a way to find the project that has fix versions created but without issues?

I've been asked to find in which project exists certain values created for Fix Versions, the problem is the is any issue with those fix versions so I cannot filter.

I've been asked to fin in which projects I find these values and if there is chance to know who create them?

There isn't a way of doing it in the UI without going into each project to see if there are issues linked to versions or not, and I didn't find an app when I did a quick search in the Marketplace. You can do this via REST API, the Get project versions endpoint response will tell you the number of issues linked to it.
