The @ symbol doesn't work for one user in Jira comments. The user has attempted to tag users including myself however the user isn't presented with a drop down list. User is on the same version of edge as myself.
Any suggestions on the root cause?

You have to see if that user belongs to the group with the global permission of "browse users and groups". If not, add him.
