Sprint performance

Is there a way to see at a glance sprint performance for multiple projects at a time? 

What's the best way to create this dashboard or report for a monthly sprint review?

You can check out Two Dimensional Filter. It is one of the gadgets you can use with Dynamic Filters: JQL Replacer & Gadgets app, developed by my team. It allows selecting two fields to compare. 

For example, you can analyze how many issues are assigned to each sprint and time spent. 

It allows you to configure data in a graph or table view.

What do you mean by "sprint performance"?  And, what problem are you solving by comparing the "performance" of different scrum teams?

Depending upon your definition of that term, you could probably create a dashboard showing information based upon multiple different projects.  If you do not see what you need, please consider checking the marketplace for gadget add-ons.
