As the title says, some users cant see linked issues in one specific project.
If they go to the other project, they can see the linked issue from the original project.
All of the users (who can and can not see linked issues) are in the same group (Group in User management part of Jira) that have the Developer project role (People tab in project settings), that project role has permissions to browse both projects and to edit ticket, comments etc. in both projects.
Can anyone please let me know what else should I check? This seems very illogical. Thank you.

users can see linked issues in a different project if they have "Browse Issues" permission in the target project. If a user can't see a project, he can't see issues everywhere in JIRA (links, dashboards and so on)

The user has that permission in both projects.
The user is in a group called Global_Development, this group has the "Developer" role in both projects, and both projects use the same permission scheme.
That is why I resorted to asking here, to me it seems that everything is setup correctly.
I also checked Global permissions, they seems to be ok as well.
