If you are wanting to have a roadmap across multiple projects, this is only possible out of the box using Advanced Roadmaps (available on the Premium tier of Jira Software Cloud).
Without this, using the Roadmap option within a team-managed or company-managed project will only pull through issue data from issues used by the filter of the particular board you are looking at (if the filter only pulls in issues from a single project).
There are some apps available if you were unable to move to the Premium tier, such as Structure.Gantt - Gantt Charts & Roadmaps for Jira and Swanly: Portfolio Roadmaps Structure Gantt, Release Timeline, amongst others.

If you are open to working with a 3rd party we developed a Predictive Roadmap that helps solve for this. In the screenshot(s) below you can see that the tool considers resource dependencies (figure 1) and not sure if it would be helpful but the report also supports capacity planning (figure 2):

You would need to upgrade to Jira Software Premium to open up the Advanced Roadmaps feature. Native roadmaps found on project boards are only available to a single project.
