I have few questions:
1. Does reporter need to have an account for Jira? I search some answers on the web some say need to have account and some not.
2. Is it possible that I connect Jira create issue field with Microsoft Form so in my MS form, my field contain Jira's user for specific dropdown?

Welcome to the Community! Regarding your first question, would you need the reporter to show as the reporter in the Jira ticket and to be able to login and access the ticket? If so, reporters would need a license. I'd not if could be possible to allow to create Jira tickets by email where a default reporter could be set.
Regarding your second question, I'm not aware of such integration, but I would recommend to check the Atlassian Marketplace.
