Sometimes when I can't drag an issue into a Version, I just hit f5 and then I'm able to. Is there a reason for this, or is it just a bug?

Testing on my local site, I wasn’t able to replicate the issue. Dragging and dropping the issue to a version worked both on Firefox (89.0.2) and Chrome (91.0.4472.114).
Can you please let us know what browser you are using and the version?
Have you tested using another one?
Is it affecting other users?
Also, if possible, open the developer tools on your browser and check on the console tab if it shows any error, if so, please share with us.
