When it comes to public access, the backlog is a menu that won't be visible even if permissions are changed on your site.
It's possible to allow people to see tickets from a project, but boards or backlog won't be available for them, only licensed users have this permission.
I can see that you are using Cloud free and this plan has a limitation regarding permissions, so in case you want to let tickets public, you will need to upgrade your plan to Standard or Premium.
