Project Admin Limitations - won't allow you to use all settings from another project

Question

I want to apply all of the same Issue Types, Screens and Schemes and Workflows from one project to another existing project.  Is this possible thru Project Admin?  Seems like I can only change Workflow Scheme which is not enough to get there.

Is the best approach to create a new project from an existing project, then migrate the existing issues?

It's in the same place as "change workflow scheme".  When you go to the project administration screen, you can select a new workflow scheme, issue type screen scheme, field configuration scheme, issue type scheme, notification scheme, permission scheme etc.
