Prioritize Feature list from 1 to 10

I want to set a number rank from 1 to 10 for my top 10 Features(custom issue type) Once the Product Manager sets the rank I do not want others to be able to change the rank. Changing the feature status and moving it around on the Kanban board should not change the rank. How can this be accomplished?

Hi @Monica Gupta , so you have a custom number field for the rank or are you talking about ranking issues on the Kanban board by drag and drop?

I am talking about both. Using a custom field and then ranking by that custom field
