Hi Team,
We have 1 epic and will be attaching 4 stories to that epic until first story is moved to done we cant start the work on the second story simultaneously for story we have different subtasks where second subtask should not be started until first subtask got completed.
Please suggest here to go forward.
Note: we cant create stories and subtasks one after another as we will clone the epic directly where all the stories and subtasks are also getting cloned at one go.

Thanks for the response. Yes we are using the script runner can i know how exactly i can use this validator and for all the subtasks the workflow will be same if i put that restriction it will effect the first subtasks as well.

You can achieve this with Scriptrunner Plugin.
With plain Jira, you can achieve this with Automation, but this is not a feasible solution as compared to Scriptrunner Plugin.
So with Automation, block the transition in create issue transition with Validator for certain users not letting users create the issue. Once the above workflow is configured, check for the linked issue condition in Automation when creating a new issue.
With Scriptrunner we need to add the validator script to achieve the same.
