Hello,
Please help me to see more clearly

I started to use Jira Server not long ago now I want to migrate to Jira Data Center but I don't know which deployment to use Cluster? or not Cluster?
Because I don't really understand the term Cluster

To specify that in my company we have 11 users and we all use only one application of Jira and it is the Cloud

I would like you to help me choose a deployment mode

A "cluster" is several computers working together such that they look like a single computer (or at least the services they run look like a single service to the outside).

With a Jira data-center install, the end users of Jira really don't have to care if there is only one computer (Server) providing Jira, or there are many servers (nodes) providing it.  It all looks like the same service to them.

If you don't need the extra stuff a cluster will provide for you (high availability, load balancing etc), then don't bother with a cluster.

The easiest thing to do is run a single server, with a DC licence and think of it as "a cluster of 1 node"

Not quite (although you could do it that way)

You can just install your DC licence on your existing Jira server (you will need DC licences for all your apps too).  It will then work as a "Cluster of one node".  If you do that, you will not need a new installation, or to change anything your people are currently doing.

Before considering moving to data center, have you looked at the pricing?  I believe it's from 500 users.

Dans mon entreprise on veux utilisé une solution adapté à nos besoins et d’après plusieurs recherche c'est Jira Server et Data Center qui ont ses fonctionnalités c'est pourquoi on souhaite migrer vers Data Center parce Jira Server est entrain d’être supprimer progressivement

Hello Absa:

A cluster basically describes more than one server machine with Jira Data Center installed. They work together using a load balancer so that no single server machine is overloaded with users or if a server machine is down, the load balancer will divert Jira user traffic to the other server machines.

For 11 users, you probably don't need a cluster.
