Are there any plugins available that would support Jira ticket workflow integration with QuickBooks and/or Oracle Service Cloud?

There are no apps that I know of. You can use web hooks via automation to create your own.
@Mollie Williamson you can use Clerk Invoices app to sync invoices created from Jita/Tempo time to QuickBooks.
