Previously I had a user that was deactivated from the company and therefore I deleted the user (Example John@gmail.com)
Now we have it back for a special service and when I send the invitation Jira tells me that it is disabled and to delete it first.
The problem is that it is already deleted from the user administration.
How can I invite him again?

If the account is a managed account, you might not be able to invite them to your site. For managed accounts, the organization administrators have the ability to disable accounts on claimed domains.
Only an organization admin, of that user's domain, will be able to reactivate their account. That will have to happen before you or any other Atlassian Cloud site can invite that user to a site. There is a guide for this over in Enabling a deactivated account to provide site-access.
I recommend that you ask that user to reach out to their organization admin and ask them to re-enable their account. If they do not know who their organization admin, then that user will need to create a support ticket at https://support.atlassian.com/contact asking to find the name of their organization admin.
