It looks like to me that you have lost your Jira Administrator permissions and only have Site Administrator privileges. You probably need to check with another Jira Administrator for your site to see what your current permissions are.

It looks like you have swapped from working in Jira to working in your Atlassian site maintenance.  They're different systems with different menus.

Try going back to your Jira and hit the settings menu again.
